East Arnhem Regional Council serves nine vibrant and remote communities in the stunning Arnhem Land Milingimbi, Ramingining, Galiwin’ku, Gapuwiyak, Yirrkala, Gunyangara, Umbakumba, Angurugu, and Milyakburra. Nestled in the far north-eastern corner of the Northern Territory, the Council spans an impressive 33,359 square kilometres.

The East Arnhem Regional Council is seeking a dedicated and strategic Operations Manager (Council Services Managers) to oversee and enhance the delivery of vital services within the vibrant community of Angurugu.

The role as a Operations Manager (Council Services Managers), you will be at the forefront of ensuring the effective provision of a broad range of services. You will manage Council Services, Municipal Services, Community Night Patrol, Civic Events, Cemetery Management and Community Liaison. This role also includes overseeing Waste and Environment services, and ensuring compliance with environmental regulations and best practices.
Key responsibilities lead and manage the daily operations of various Council services, ensuring they meet community needs and regulatory standards. Facilitate active links and partnerships with community members, local schools, health clinics, and other organisations to support and enhance service delivery.
Manage and oversee the annual Council services budget, coordinating resources to achieve the Council’s objectives. Mentor, develop, and support council staff, focusing on maximising personal growth and community operations. Other duties detailed in the position description.

Essential criteria tertiary qualifications, or substantial experience in effective local service delivery, leadership and operations management. Strong interpersonal skills, including high level written and oral communication skills.
Facilitation, mediation, negotiation, and managerial skills, with an ability to relate appropriately to staff at all levels in a cross cultural environment. Previous experience managing people/diverse teams, with demonstrated ability to effectively mentor, develop, support and motivate staff in a flexible and changing work environment.
High level office administration skills, including the use of Microsoft Office software (particularly Word, Excel and Outlook) and an ability to learn new software. Demonstrated experience in maintaining a safe and effective working environment. A current C Class Drivers Licence with the ability to drive manual transmission vehicles.
Desirable criteria previous experience living and/or working in a remote First Nations community within Australia. Trade or tertiary qualifications or substantive industry experience in a related discipline (i.e. environment management, mechanic, horticulture, plant operations, and/or training).
Demonstrated high level of cross-cultural awareness to ensure effective participation in a cross-cultural workplaces. Awareness of issues affecting First Nations People in Australia.
