Job description we are currently seeking an astute Contracts Administrator to work across both the Metro Tunnel and Melbourne Airport Rail work packages.  The role of the Contracts Administrator is to manage the administration of contracts entered into between Metro and other Franchisees, the State Government of Victoria and third parties in order to safeguard Metro's interest.

They will also be responsible for preparing invitation to Tender, letting of subcontractors and provide subcontractor administration service to assist the Project to manage and control subcontract costs. Responsibilities. Support the achievement of Balance Scorecard objectives. Adherence to all legislative and regulatory requirements.

Manage Expressions of Interests (EOI) from external parties. Prepare Subcontracts, Agreements for review by Contracts manager / Commercial Manager. Assist with the selection/preparation of List of Tenderers for Invitations to Tender (ITT). Assist with the drafting of Scopes of Works and tender packages to accompany ITT issued to prospective subcontractors for Project works packages.

Assist with the Tender review process to ensure the award of all subcontractors within the required time frame including. Prepare report on commercial performance of subcontractors. Undertake general business administration including supporting the Finance Manager with the preparation of Invoice Packs. Perform all duties in accordance with Company policies, processes, systems and procedures.

Manage the compliance process for all key contracts and inter operator agreements. Ensure compliance to the State Government is delivered on time or alternative arrangements are made. Management of the Handover Package process. Develop and maintain appropriate contract administration systems, standards and polices and procedures that will ensure the interests of Metro are not compromised. Assist self and other team members through identifying and undertaking personal and professional development and leadership opportunities to further skills and knowledge.

Comply with MTM's Corporate Governance Manual, including requirements and procedures regarding, delegated financial authority limits, engagement of external consultants, binding of MTM to any contractual arrangements. Contract manage arrangements with delivery partners to ensure they are planned, controlled, monitored, and that results are consistent with established objectives and goals.

Develop and implement relationship management strategies including contract management plans, engagement models, review programs, monthly reports and meetings. Participate in and promote a health & safety awareness and culture, that strives for zero harm as the norm, including ensuring that ALL incidents are immediately reported and investigated to identify preventative actions and improve safety performance. Participate in and support MTM's ongoing business improvement processes.

About you tertiary qualification in either Engineering, Law, Contract Management and/or Business. Demonstrated work experience in in Engineering, Project Management, Procurement, Contracts, Bids or Sales ideally in similar business areas (e.g. Rail, Construction, Oil & Gas, Technology or Energy). Experience in Contract administration and/or Procurement.

Ability to use MS office computer programs with advanced knowledge of Word, Excel and PowerPoint. Strong Communication and Negotiation skills.
