Our Investment Management System Team is the kaitiaki of New Zealand's Public Service Investment Management System - ensuring it delivers value and intergenerational wellbeing through enabling well-informed investment decisions. Ensuring the system is efficient, effective and sustainable. Enabling those with accountabilities across the system to perform their roles effectively.

The team has responsibility for the Better Business Case and Gateway assurance frameworks, including the coordination of investment reviews for agencies. The team also provides reporting and advice to Ministers on the Government's investment portfolio and leads on elements of the Budget process.

About the role in this role we're looking for an enthusiastic and talented professional to join us in a key role in the centre of the Investment Management System. This role will lead the IMS Assurance function that ensures and provides highly respected advice and assurance to Ministers to support well-informed and appropriately supported investment decisions.

This role has particular responsibility for leading a small team in the operation and ongoing development of the investment reviews process. The role includes, working with IMS senior leadership, to develop a comprehensive understanding of the overall investment pipeline, from strategic intentions to benefits realisation.

Provide robust system reporting to Ministers and other stakeholders to ensure agency investment and/or portfolio progress and performance is understood and transparent and that important lessons are learned and shared across the system.

Enable agencies and key stakeholders to easily access and understand the investment standards expected of them and the guidance they need to meet those standards, particularly the assurance requirements. Provide credible advice to Ministers, and relevant executives, where significant areas of concern or performance issues are identified - whether at an individual investment, agency or a sector level.

About you, you will have experience of independent assurance, preferably Investment Reviews, coupled with a background in portfolio, programme or project management.

You will have excellent policy and operational experience at Principal advisor level, preferably in the New Zealand public sector context. The Investment Management System team's work is dynamic and can be fast paced at times; you will need to be flexible and be able to work under pressure to deliver quality advice.

Specific expertise you will bring include a track-record of effective communication in both verbal and written form with a variety of stakeholders including Ministers and senior management. Excellent people leadership skills and an ability to collaborate and coordinate with colleagues across a diverse organisation, with experience in leading work programmes.

Effective interpersonal and relationship management skills and the ability to influence and work with a range of stakeholders. Ideally a certification in project management methodologies and frameworks, such as the Project Management Institute's Project Management Body of Knowledge or the UK Office of Government Commerce's (OGC) PRINCE2 or Managing Successful Programmes (MSP).

Intellectual curiosity and ability to foreshadow what information or advice decision-makers will need, and understanding of the New Zealand public sector and the investment management system, including the budget process.
